When browser tools are the better fit
Browser tools work best when the user wants to finish one concrete task with the least friction. There is no need to create an account just to rotate a page, combine PDFs, remove a page, or add a visible signature.
They are also a strong fit when the document is private but the task is simple enough for the browser to handle.
When cloud PDF tools still make sense
Cloud tools can be the right choice for heavy OCR, batch automation, shared folders, team review, enterprise signatures, and workflows that need server-side processing or audit history.
The point is not that every cloud PDF tool is unsafe. The point is that users should not be forced to upload a private document for a task that can happen locally.
